Vocational education in Indonesia enters a new phase. Presidential Instruction No. 9/2016 on the Revitalization of Vocational High School, followed by a memorandum of understanding between the related ministries, becomes the driving force for vocational education in the country. In fact, some call it the third vocational education reform, after the first vocational education reform of 1964, and the second reform of 1976.
President Joko Widodo issued Presidential Instruction Number 9 of 2016 as he saw the Indonesian nation facing global challenges due to the Industrial Revolution 4.0 in the XXI Century. The revitalization of SMK is expected to boost the quality of Indonesia's workforce, which is now statistically large at the lower level with the majority of basic education level.
Revitalization of SMK is expected to have a positive impact on improving the quality of SMK with two new orientations. First, to anticipate the coming of the Industrial Revolution 4.0 waves with all the accompanying desruptive technologies; and secondly, the orientation of developing the potential superiority of the region as a national advantage to create the nation's competitiveness. The first pillar reinforces SMK's ties with the business world and industry of the XXI Century, the second pillar boosting local excellence into a global advantage.
