Indonesia's Bulog to Boost Rice Buffer With 300,000 Tons Imported From Vietnam: Dion Bisara, 3 November 2012
National food buffer stock agency Bulog is buying 300,000 tons of rice from Vietnam in order to maintain its stock.
Deddy Saleh, director general of foreign trade at the Trade Ministry, said that the agency will import rice from its Southeast Asian neighbor until December.
The agency is also tendering a 100,000 ton rice import from India because it is selling at a cheaper price than rice from Thailand.
Bulog usually maintains rice stocks at between 1.5 million and 2 million tons to provide a buffer against disaster. Last month, Bulog forecasted it would import between 500,000 to 770,000 tons of rice this year.

The Head of Investment Coordinating Board (BKPM) Thomas Trikasih Lembong explained five major complaints of investors who invest in Indonesia.
The first is the regulations often change. There are about 43 thousand regulations ranging from the Presidential Regulation, Ministerial Regulation, Regulation of the Head of the Institution to the Local Regulation that is changing steadily, without prior transition, so maybe the competence in making the policy needs to be improved. The second is about taxes. Taxes are not only the responsibility of the Ministry of Finance or the Directorate General of Taxes only, but the joint responsibility. So the tax burden not to the industrial sector only, but the responsibility together. The next complaint, is about the work permit, especially for foreign citizens. In addition, land affairs that permissions take a long time. The last is about the infrastructure complained of too much done by SOEs.
According to Thomas, interest in investment in Indonesia is so high, especially after Indonesia's rating upgrade by research institutions and world rankings are categorized as "investment worthy".
