The lack of certification of tourism human resources is also an obstacle to improve Indonesia's competitiveness in the world tourism industry. In fact, Indonesia needs thousands and even millions of certification professionals to serve the visits of foreign tourists who continue to grow each year.
Data from the Central Bureau of Statistics (BPS), the number of foreign tourists visiting during January-July 2017 as much as 7.78 million or 52% of the target set this year 15 million. Chairman of the Indonesian Guide Association (HPI) Sang Putu Subaya said, increasing competitiveness, especially in this case is a tour guide, important enough to support the growth of the tourism industry.
HPI estimates the number of tourist guides in Indonesia to reach 13,650. The amount is projected to continue to grow along with data update efforts currently conducted by the association. Of these, the number of certified tour guides is only about 8,000 people. To encourage the improvement of certified tour guides, it continues to cooperate with tourism education institutions.

According to Turman Panggabean, Advocate and Legal Consultant, Ministry of Tourism to pay attention to the plight of Indonesian tourist guides to improve standards of competence and have certifications to face free competition in the era of the Asean Economic Community (AEC).
Welfare of tourist guides in Indonesia is still not evenly distributed. Standard fee should they get is also not regulated so it is entirely dependent on policy Travel Bureau is employed, it should be if the existing organizations such as the Indonesian Tourist Guide Association is no standard fee that must be obeyed by the Travel Bureau in accordance with the certification owned.
Professional tour guide must have at least basic knowledge and ethics, able to provide service to the pickup (Transfer-in) and shuttle tourist (transfer-out). Should also prepare and present information on travel and always develop and maintain the necessary general knowledge in his field of work.
