The government encourages the use of offshore aquaculture as a solution to overcome the capture fisheries in Indonesia is declining, while increasing the economy of small fishermen who often constrained bad weather when going to sea. This is related to the decline of fish catches, especially tuna which is one of the favorite fishery commodities in Indonesia.

So far, yellowfin tuna has been caught by fishermen because it has high economic value. It is said by Subandono Diposaptono, from the Center for Environmental Technology, the Agency for the Assessment and Application of Technology (BPPT), the relatively calm geographical condition of Indonesia's oceans, the potential for offshore aquaculture For offshore fishery cultivation. Subandono said there are 20 provinces in Indonesia that can utilize offshore aquaculture as an effort to increase fishery production.
