East South Central Regent asserted it would continue issuing licenses to investors who intend to do mining of manganese. But investors must apply according to the rules applicable to the new legislation. Since 2008 new licenses have been issued to eight companies engaged in mining of manganese. However, only PT. Makmur SoE Resources (SMR) is already in operation.

Failure to issue license publication of the proposed hundreds of manganese mining entrepreneur, has caused many employers to illegally buy manganese from certain communities at a price that is determined arbitrarily.

PT. Asia Natural Resouces Tbk. (ASIA) is in the process of taking over two manganese companies in Atambua, East Nusa Tenggara. The companies are: Lestari Agung and Buana Santalum. ASIA plans to take over 65 percent (each) of the two companies' shares. The values of the acquisition are yet to be disclosed. After the acquisition, ASIA will begin supplying 1,000 tons of manganese to PT. IFA, a company that processes manganese ore. Presently, IFA manufactures 5,000 tons of manganese goods per year. ASIA aims to supply IFA with 3,000 tons of the ore. Per semester I of 2009, the company has bookled a turnover and profit of Rp.103.410 billion and Rp 6.508 billion, respectively. In addition the company has also paid off its debts to Cargill, estimated at US$ 7.7 million.
