The government has determined the cocoa processing industry as one of the sectors that is prioritized for development according to the 2015-2035 National Industrial Development Master Plan (RIPIN). Moreover, the cocoa processing industry is also part of the food and beverage industry which is a mainstay in the Roadmap Making Indonesia 4.0. This sector also involves a lot of small and medium industries (IKM). This was conveyed by the Minister of Industry, Airlangga Hartarto.
The downstream development of the national cocoa processing industry is directed to produce cocoa powder, cocoa fat, chocolate food and beverages, supplements, cocoa-based functional foods, as well as cosmetics and pharmaceuticals. However, currently the cocoa industry is experiencing shortages of cocoa beans. Based on data from the International Cocoa Organization (ICCO), Indonesian cocoa bean production will be 240,000 tons in 2018. Meanwhile, the need for raw materials for the national cocoa processing industry is predicted at 793,802 tons. Because of the domestic supply shortage of cocoa beans, the cocoa processing industry requires imports.
