The adequacy of specialist doctors in Indonesia can be seen from the ratio of the number of specialists in serving 100,000 residents. In 2018, the government targets 10 specialists per 100,000 residents. Data from the Ministry of Health, the ratio of specialist doctors to the population in Indonesia reaches 14 specialist doctors per 100,000 population, higher than the target. But the spread is uneven, only in big cities.
In Jakarta, the ratio of specialist doctors reached 74 specialist doctors per 100,000 population, compared to the smallest sequence of NTT provinces which were only 3 doctors. This might happen because of the large population of Jakarta and the attractiveness of ease of life and the lure of high income for doctors compared to other regions. Therefore, the government made efforts to overcome the uneven conditions, namely to encourage the issuance of WKDS policies (compulsory work for a specialist doctor) which are regulated through Presidential Regulation No. 4 of 2017 and Regulation of the Minister of Health No. 69 of 2016. The content of the Minister of Health Regulation article 8 is, "Every student who will take a specialist medical education program must make a statement that they will join the WKDS at the beginning of education". These regulations make regions that require the presence of specialist doctors has a way out of the shortage of specialist doctors in their area.

Padjadjaran University (Unpad) together with PT Pertamina Bina Medika or Pertamedika IHC started the construction of a general hospital with a center of excellence for heart, brain, and cancer in Bandung. The President Director of Pertamedika IHC, Fathema Djan Rachmat said that the construction of the Unpad-Pertamina Hospital was targeted for completion in 2023.
Initially, the collaboration between Unpad and Pertamedika was focused on building a special heart hospital. However, later developed by expanding the field of specialization of brain and cancer (oncology). The existence of this hospital is expected to serve not only the people of Bandung, but also the people of West Java, so there is no need for treatment in Jakarta or abroad.
